
Who’s and Whose are often used interchangeably but they don’t actually mean the same thing!
WHO’S is the contraction of who is, such as asking, “who’s upstairs?”
WHOSE is a possessive, such as asking, “whose shoes are on the stairs?”
WHOSE can also refer to things as well as people, such as “the Department of Education, whose policy is on the ballot”
An easy way to remember which of these words you need in any given situation is to ask yourself if you’re asking a question or addressing ownership. Since who’s is the contraction for “who is,” it’s often used as a question. Whose is always referring to belonging and needs to have a noun after it to qualify what is being possessed.
